Your question will be hard to answer because you did not supply enough details. So, I will do the best I can. It is normal to have some white blood cells (WBCs) in your urine...up to 5/HPF (high power field).

However, if it is more than that, the doctor will usually order a urine culture if no bacteria, infection or inflammation is seen. You have not stated whether or not a culture was done. If not, it would be recommended to have a urine culture since you may have an infection higher up the urinary tract...which is why the bacteria is not showing up.

Now, if you have had a culture and it was also negative for bacteria, usually a doctor will check for non-septic causes of inflammation such as uroliths (stones) or tumors. Please note that your doctor may also refer you to a urologist to handle the investigation into the cause for the WBCs.
