I guess a committee of angels discussed all the pros and cons
and then voted. The plan was finally approved and passed on to
God for final corrections. God then issued an order to his
secretary to type it up, run copies, and make sure all the
department heads received a copy.
Of course, it still has to be approved by all church officials and
independent thinkers. Once those corrections are finalized, the
God Plan will become official God Law, until someone, perhaps
man/angel/other God, decides that they no longer apply or do not
apply in some cases.
A new committee will be formed in 5 years to review whether
the God Plan is still effective. Coffee and donuts will be available
at one end of the committee room.
Anyone not adhering to the finally finalized final "God Plan"
will be fired immediately!

But sin came into the world, and created an impenetrable wall between man and God, destroying the communion which existed between the two. God sent Jesus into the world as a bridge between Himself and us.
It is only by rejecting Jesus, that we are forever lost to communion with God and hence, are destined to spend etenity in hell. God meant hell only for Satan and his angels, not for man. It's your ( our) choice. Accept or reject.

If you are not living a life for Him, you are not in His plan yet. He gave you special gifts and talents to use while you are here and He is waiting for you to seek Him out and discover what your life would be like if you had a personal relationship with Him. He knows already who will go to heaven and hell, who will choose to follow Him and who won't. If you read His word and study it, you will find that He has your life all mapped out for you--you just have to choose the right path.

His plan including creating all of us billions and giving us a free will, which he chooses NOT to control (we ain't robots after all). He did his part by creating you. You're making your decision which determines your place in his plan.
