He might have a glandular problem, Chiuahuas are notorious for health related problems, so don't worry too much unless hes having a hard time breathing.
As far as exercises, taking him on walks around the block would be enough trust me. If he's fat, you know your stride would be enough to wear him out.
You could get him the overweight formula for small dogs.
Also if hes fixed, that could be the reason for the chub. Love him unconditionally, trust me, fat dogs are like fat people, they have low self esteem. :D

I'm not sure why he can't exercise regardless of shots. If the dog is overweight, there are two choices - just like for humans - eat less or exercise more. Usually a combination is best. cut the food rations in half. If the dog is still hungry, feed green beans which are low in calories but fill the dog up. Additionally, you should change to feeding only one time per day. Dogs are designed to eat a big meal and then go long periods of time without eating unlike humans. Eating once a day will help him feel more full and satisfied until his next meal.

Your vet is right about Cesar. It is packed in salt and sodium, which is actually notorious for upsetting a small dogs stomach (funny since it's made for "small dogs"). The same is true of the other "small dog" food, Mighty Dog. I recall my mom feeding her Chihuahua mix Cesar. He did okay on it for a while, and then one day, about fifteen minutes after eating it was violently throwing up. She had fed him according to the guidelines, yet was told she'd "overfed" him when she called with the complaint. Luckily, he was fine, but she hasn't fed the food since. I'm not sure what Champion is, so I cannot tell you whether it is actually any better or not. However, I do recommend switching to something other than Cesar.

Though you said he's not eating a lot, I think he's still eating more than his requirement. So you must reduce the amount your giving or find a food that is good for obese becaue this kind of food has less calories that even if he eats same volume, he will not be getting the calories that would become fat if not burn through exercise.

Hi you didn't say how old your pet is, which could make a difference.. There are foods that are for overweight pets, But they still get everything that they need from it.....If your pet has been spayed, they normally gain weight afterwards, I know my Min Pin did.I use to work for a vet, so try a new type of food.

Are you by any chance letting him eat people food-don't. Also, if he is a senior (over 7 years old) he needs to have a food specially developed for senior dogs. As to exercising, I was told it was a good thing for decreasing behavior problems, weight problems and his general well-being to exercise. (Just take him for a walk around the block if that's all he can do)

lt could be the dog food so you should get a brand that is to help maintain the weight and not add to it, watch treats they can be fattening and give her exercise as soon as you can . put on some music and see if she will dance around the room with you. you both can benefit that way[ l am not saying you need too but it can also make you stay fit.

He should get enough exercise around the house for a few days. You shouldn't feed him people food, a can of Cesar's a day is plenty and they seem to love it.

He can’t exercise for a few days because he got his shots yesterday...so after that maybe he should when he could.

feed him less fattening foods and in a few days start running him like he's an Italian Greyhound. Change his diet, and change his excorcise routine and he will lose the fat.
