There was an episode on Room to Room on this awhile back. I believe they used liquid fabric starch. measure your wall and fabric accordingly. wet your material in the liquid fabric softener diluted with equal parts of water. wring out and shake- to remove some of the wrinkles. place on the wall and use a wallpaper 'squeegee' to remove wrinkles and bubbles. let dry. to remove just moisten with water in a spray bottle. then rinse wall thoroughly. you can change according to seasons or themes.

A very simple but effective way is thumbtacks or pushpins, assuming the fabric is not too thick or quilted. This works for walls made of wood, sheet rock, etc. If you are dealing with a brick or similar wall, then some form of adhesive is probably going to be necessary.

I used pats of hot glue to adhere batting to the bottom half of a wall, then used hot glue to tack the fabric ,topped with chair rail. it looks great and has been there for 4 years.

There is a product by 3M that is a spray adhesive. Works great. But you may have problems when it comes time to remove the fabric.

I've read in Romantic Homes Magazine to use starch and I've seen on DIY that material is just stapled on the wall.
