Hell NO!

Nobody should, for that matter. Using a hands-free device doesn't help either. Talking on a cell phone while driving -- with or without a hands-free device -- is about the same as driving at 1.5x the legal limit for alcohol.

Not "No", but "HELL NO"!!! A sixteen year old shouldn't be allowed to drive with both hands on the wheel, let alone a cell phone. Kids are too young and easily distracted at this age...they are ten times more likely to have an accident.

Wait until he/she grows up, it takes a lot of maturity and concentration to drive a vehicle. Ban the cellphone for teens AND adults!

I don't think ANYONE should be allowed to drive while talking on a cell phone, unless they have a hands-free set.

People should also be banned from reading, applying makeup, and yelling at their kids in the backseat while driving.

No a 16 year old has no business being on a cell phone while driving. They have enough things that distract them already the radio their friend's that are riding with them they don't need any more.

The ONLY acceptable way for people of ANY age to be on the cellphone while driving is to use a "hands-free" cellphone accessory like Bluetooth.

People holding--or worse--dialing cellphones while driving are asking for trouble.

No - but then there's people who are older say in their 20's who aren't competent enough to drive with BOTH hands. As far as bluetooth goes your hands may be free but where is your mind while supposedly driving?
