Wish i could say England but I think its Sweden or someplace like that - I think if the quality is education is measured against religiosity you'll see an inverse correlation across the board.

All countries are equally secular now. There is quite a great number of religious followers, but most of us live by secular laws, and not by the religious laws. We think first of our own benefits instead of those of the whole human race. We will learn to make radical changes and peacefully reorganize the world under the divine guidance and become mature citizens of the Kingdom of God on earth.

Sharia is better than basically “regulation” indoors the prescriptive adventure. it somewhat is likewise a fashion wherein a jurist engages the religious texts to earnings divine will. As a jurist-made regulation, the effect of this technique of ascertaining divine will is named fiqh (sensible regulation), this is the moral and criminal anchor of a Muslim’s complete life. Sharia governs each and each part of an observant Muslim’s life. The sharia juristic inquiry starts off off with the Quran and the Sunna. The Quran is the Muslim Holy Scripture — like the nice and comfortable testomony for Christians or the previous testomony for the Jews. The Sunna is unquestionably the prophetic party embodied indoors the sayings and habit of the Prophet Mohammed. Westerners choose for Islamic regulation badly and that they don't recognize.

Secular does not mean lack of religious belief, it means that religion has only as much impact on public policy as any other belief system. Given that England/UK has just enacted what are in essence beefed up blasphemy laws sadly it isnt there.
I would say Japan.
