It's a misconception that vegetarians think fish is meat. I've been told by people, "X is a vegetarian, but s/he still eats fish or even chicken." Some do, but vegetarians don't consider them vegetarians. I'm vegan and will not eat fish, as what is considered food, is the flesh of the fish, just as beef is the flesh of the cow, etc.
