I want this room to be a formal room. I thought that textured wallpaper could add more than just a paint job. Is it easier to repaint it in,say, 10 years or strip the wall paper?

Definitely easier to repaint. Stripping wallpaper can be a real PITA. Why not do a decorative paint technique. Its more work than paper but can give some effects just as stunning.

I am NOT a fan of wallpaper. You're locked in with the colors on the wallpaper, and wallpaper is not as easy to remove (the tv remodeling shows make you think it's easy).

You could paint the walls two-tone (up & down) with a chair rail between them. I think that looks best for a formal room. Or use wainscoat (sp) around the lower half of the walls.

Wallpaper is a pain, but I think it looks more formal and welcoming than paint. If you use a high-quality wallpaper, it will be easier to remove in the future.

Wallpaper will give you the effect you are looking for. You can remove wallpaper at any point, but will need to clean the wall surface before paint can be applied as a portion of the wallpaper remains when it is removed.

Depends on your wall condition. if your wall is old which has a lot of holes and bumps, it's easy to cover it with wall paper. If the wall is very smooth, then I will go for paint. yes, it's easier to repaint.

it's easier to paint later on--but why paper in the first place??-it's stuffy and old fashioned--formal can look good with choice of colour/lighting and furniture--without wallpaper

I'd say paint. A color doesn't go out of style while a pattern may do that. Plus stripping paper is a huge pain.
