No, partly because they target different types of image. JPEG is best for images with smooth, continuous gradients; photographs and such are best done in JPEG.

GIF is better for images with few colors. This usually includes vector art, lineart, and so on.

Although you might have a better discussion if you compared GIF with PNG. In which case PNG is a superior format.

gif allows for transparancy and animation.
I believe jpeg is better quality.
