if you drop something or go to put leash on, she cowers down, if a car goes by or a dog barks outside she will even stop any attempt at potty training. this is making it very difficult to train her. also she hears the wind and she heads for the door

Haha, just like my baby was young. I don't know what it is about rat terriers, but they start out so skittish!.. I know the place I got her from she was well taken care of and not mistreated at all... but was shy from birth. This particular breed seems to be a bit harder to train. Don't worry about her staying so scared. Though my dog still gets nervous from time to time and will cower for no reason at times (usually when our Shi-tzu is playing dominant doggie) she has gotten much better.

House Training is a bit harder for them.. but just give her time and she will learn.. They take a bit more patience... just try to let her know that you are going to keep her safe and that outside is ok. Pet and soothe her out there, then reward with a treat when she potties =) Hope this helps!
