We are visited by our neighbours cat and I notice that recently it has lost alot of weight, is very wheezy and last night it started to vomit blood. As you can inmagine I am worried.

The cat is obviously seriously ill and needs to be seen by a vet as soon as possible. If she is vomiting blood it could be caused by several things. She is in critical condition. I would either take her myself or contact my neighbor about it. If she is in such a bad condition that you know she is suffering and probably won't last long, then I would call SPCA and have them come get her. At least they will put her to sleep and out of her misery, poor dear. But that would be the very last option to consider. Also if SPCA is called then they will most definitely talk to your neighbor and it may make things uncomfortable between you. But this is an animal and she does deserve to be cared for properly!
