actually,from point of my view... if hes ur guy,u cn let him touch your neck... but be careful... But if he's your guy friend,plesse don't let him touch you at all... jus talking n sharing your happiness or your sorrows is enough... that should be the limit...

It might just mean he was being affectionate. I think you might be reading more into it than was there unless you have reason to believe he might be sending you signals. Play safe, if he is your friend then you don't want to jump in without being sure as you might ruin your friendship.
