I would not try to start a relationship with her, you must know someone on drugs will not be thinking clearly. If she knows how you feel she will play on that to continue getting help to support her habit. Use your good sense, be there as a friend, do what you can to help her without indangering yourself. Someone on drugs cannot be trusted, you have to protect yourself from her distructive behavior. Continue to talk to her and encourging rehab as many times it takes. but the sad fact she will not get better until she is ready, let her know that you care for her and want her to get better and will be there FOR SUPPORT. PLEASE stop giving her money you will be setting yourself up for heartbreak.

FIRST things FIRST, STOP ENABLING HER, if you really love her, then stop helping her put that poison in her system. talk to her and seek professional help for her. and you guys maybe can get into some self help therapy together. keep the lines of communication OPEN, and you two pray and ask God to help you all with this problem. I know how hard this can be, I have a bro on drugs, it not only hurts the one that does the drugs, but the whole family/friend suffers. Good Luck

Tell her how much you care about her. and that you want to get in rehab as soon as possible and that you don't want her to get hurt and that you are going to be there for her and that you are no longer going to give her money to buy her drugs because if you continue to give her money for the drugs you will not be helping her at all you will only contributing to her addiction and helping her hurt herself. Do what you have to do. Say what you have to say to convince her to get the help that is needed. she needs to know that you do care about her. It's not going to be easy but you got to try hard. Best of luck to you.

Try to get ther the help she needs. If she point blank refuses, and WANTS to keep using, then leave her. She'll only drag you down with her. And I think you know that already.
