Make 2 layers, one B&W in the background and the colored one on top. Simply erase all that you want to be B&W from the top layer and leave the part you want colored alone.
Here is one I did http://www.geocities.com/brobinsonca/fam27.html

Use the magnetic lasso to go carefully around the edges of the area you want to be in color. Then SELECT, FEATHER to make the edges blend. Then SELECT, INVERT so the rest of the image is selected instead. IMAGE, DESATURATE to get the color off the chosen part. You can then SELECT, INVERT again if you need to tweak the coloring in the only part still colored. This will do most of the images. Ones with a very intricate outline (like with flyaway hair) need a more careful lasso effort or a mask to select out the region. But try this one first because it is fast and easy.

If you're adding color to a picture that's only b/w that's a bit trickier, i don't have ps, but i have a program that i've been told is similar. you can email me and i can try to explain it to you (an example of one of these that i've done is at http://photoenhance.photosite.com -it's the one of the wood on the beach-it should be obvious, i think i wrote it on there) my email is photoenhance@yahoo.com if you'd like me to try to help you
