With USPS is domestic. With FedEx , DHL, UPS i think is domestic but higher charges will apply. Also there is NO ground service here.

Yeah I think there is a shipping from U.S to Puerto Rico. There is a ship call Cruises around of the Caribbean.

It depends what company you're using or from where you're buying from.

Ebay or Amazon will call Puerto Rico international shipping.
United stated Postal Service is just Domestic regular Mail.

Puerto Rico is part of US. is domestic shipping just like sending something to Texas or Alaska. The mailing postal service is US postal service. However if you sent any FedEx, they will managed it as international so they can charge more for the shipping. I will suggest regular US postal mail including priority and express mail or a private one as UPS or DHL. All are domestic shipping.

If your shipping it from the states to PR it will be domestic. I ship to my sister all the time.

US Post office * is consider domestic

Domestic in a foreign sense for USPS (Higher rates and no ground service some days)
