It woke me up with its crying. It doesnt have a collar. I can't let it into my apartment. Is there anywhere I can call that can come get it? It's 2:25am and its freezing cold outside. I live in Ellensburg, WA. Any idea what I can do?

you can call the police department. most police departments have an animal control officer on duty 24 hours a day. but i'm telling you the animal control person is not going to be in any hurry to get out of bed in the freezing cold to come get a stray dog. as long as he's not showing aggression... can't you put the dog in your bathroom for the rest of the night with a bowl of water and take him to the shelter in the morning? but if he seems fearful at all don't approach him. do not risk your own health.

If you cannot rouse an official from your local animal control to come and get the dog ASAP, and if you absolutely, positively, totally cannot let the dog in (hey, I know what it's like to fear getting in trouble with a landlord!), do what you can to make the dog comfortable outside. If it's a small-ish dog, find an old suitable cardboard box, cut out one of the four sides, and put some old towels or blankets in it for bedding. For a large dog, bedding materials alone will probably have to do. If you have a hot water bottle, fill it and put it under the bedding. Or if you have a heating pad with access to an outdoor outlet, use that (on the lowest setting). Provide the dog with fresh water and, assuming you don't have any dog food, a little bit of cooked meat (anything but pork; beef cuts but not hamburger can be given raw; poultry should be cooked). Any water put out -- such as in a dish for drinking or in a hot water bottle -- will probably have to be re-attended to in a couple of hours if it is below freezing outside. If the dog's still there in the morning, you should more likely be able to get ahold of animal control. As someone else said, if the dog seems in any way threatening, do not approach it. You can still make some bedding, food and water available from a distance and let the dog go to it.

Le the dog in, feed it something, give it a nice drink of cool water and put it in bed with you!!!
Adopt it. If it has no collar and is outside your door crying then well it came to you for a reason...

Let the dog in. Give him something to eat... maybe some milk but not very cold or very hot. You will never regret that you have helped an animal.

If you dont let it in, there will be neighbors ho will report you to the SPCA.
Call the police. It might be a burglars ploy who will count on you opening the door for it.
Call your neighbor. If it is howling and crying, surely somebody else can hear it.
If there are other people in the hoiuse wake up everybody
Dont open the door by yourslef.OK
But let it in

if u cant let him in give him something to eat and an old blanket or something to warm it up then call ur local police department they would know of someone also try operator for a local dog hospital or something cos they would have rangers on 24/7

Let him in untill the morning but put him in a closed room over night and in the morning take him to the vet or a local no kill shelter.

By not letting it in you may be violating your local animal cruelty laws...
