Regardless of if you can/can't, you might want to wait a bit. Your skin/body/mind aren't done developing-- you don't want to end up with some stretched out thing you'll hate by the time you are 25. When you are old enough to be able to get it done without a parent, it will be more meaningful to you, also- something that you chose to do and gave your full consent for without needing a 'cosigner'. If something is on your body for life, I think it's important to get tattoos at times in your life that are meaningful.

go to Korea, you can get ANYTHING! tattoos, piercing, alcohol and cigs (for some people, not me personally)
and go anywhere, say it with me IN DA CLUB! lol
However i don't do those things (HONESTLY).
I recommend waiting till you're older so you've had time to think about the details: what you want, where you want it. i know it might seem like you already have all this figured out, but give yourself time. you have two years. realistically, that's not all that long.
In the end, it's your decision.
Good luck.

I don't know what it's like in Australia, but in the states it depends on the state law and the studio's policies. Ask the artist at the studio(s) you are looking at. They will be able to give you a definite answer.

It depends on the shop policy, I was 15 with a parents note signed. Just make sure you won't regret it, I do. I wish I would have waited til I was older.

It depends on the laws there. In Texas you have to get the premission slip signed by a notary and the parent has to be with you

ya thats a tough one that you have to actually go out and do your homework...you would have to go out into tattoo parlors and ask...most states that i've been to are usually 18 with ID and 16 with the consent of parent and parent must be present...and soem sort of proof that the parent is actually the parent of the one getting tattooed.
