I understand your hesitation. Saying no outright would completely affect your friendship and even though there are no romantic feelings you do not want to lose him as a friend.
So as a friend try to find out where all this came from. Has he been harboring feelings for you all these years and finally let them out or maybe it's something completely different (he wants children, or his parents are pushing him to marry etc...). If he has feelings for you, there is no way out; you have to tell him the truth knowing it will crush hiom and will probably end your relationship. If, however, it's another reason and you both figure out what it is, then you can find alternative ways of reaching a solution together and remain close, maybe even closer, in the process.

I'm thinking you probably already know you should say no but how to break it to him? That's a hard one. Maybe explaining your surprise would be a good starting point. He has to understand that at least. Then you might tell him how it is difficult to make such a drastic shift so quickly (from friend to fiance) so quickly.
(leaving out vowels isn't exactly misspelling things! that person must be having a bad day :)

Do you lve hm? Do you fnd hm attractv...etc. If you asked your question with vowels maybe people would have a better time taking you seriously. Take some time to grow up and experience some different things or get your priorities set, it sound like you are young and don't need this kind of pressure right now.
