The garnishment does not affect your taxes, unless it is FOR taxes then you may be able to claim that on your taxes, see a CPA. Just because your net is taken, that does not change your gross wages or your tax liability.

Generally your garnishment is for debts and those usually do not have a direct effect on your taxes.

So, do you normally get money back on your taxes or not?

If it's garnished for taxes or other government debts, including overdue school loan payments, or for overdue child support, then you probably won't see any of your refund. If it's for something else, shouldn't affect your refund, it would be whatever you have coming. But you'll pay tax on your total income including the amount taken for the garnishment, if that's your question.
