Probably... or maybe he's just talks that way. Women naturally respond to softer-speaking men because they're seen as better care-givers. It's an evolutionary thing.
But you really shouldn't judge if a guy likes you simply by the way he talks to you. Here's better ways to tell if a guy likes you:
1) He looks you in the eyes... DEEPLY... and smiles.
2) He acts at LEAST a little nervous when he's around you (if he isn't at least a little nervous.. it means he just likes you as a person or doesn't like you but still wants to get into your patns).

I prefer sort of a medium voice. I kinda find a REALLY deep voice intimidating, and a too-soft voice would make me want to stay friends with the guy. So pretty much medium.

yes his voice get's very soft at a time when he actually loves her by the deep heart....
but if his voice didn't changes a little bit he's not loving her.
you know when you pray to god or ask for something how do you ask you will beg for it ?
coz you are asking begging almighty the creator of everything.
and when you are in love with someone you will try to be as ur girl like to see u..........
