My summer camps were Boy Scouts and a church camp and I never sat on anyone else's lap.
If I were a counselor I would not have a child sit in my lap and would try to avoid the situation of being asked.
I would be pretty free with hugs, however, as I consider them to be very healthy expressions of friendship.

I have worked at a summer camp and that is a definte don't. Your not suppose to let the kids sit on your laps at all. Even the australians I work with know that.

Do the kids or counsellors annoy you when they do that?
Younger kids get home sick. I have pictures of my [then] 6 year old sitting on a counsellors lap at summer camp. Not because she was home sick, but because she was sleepy and asked.
Maybe you shouldn't be working with kids if they annoy you :P

Don't know how old you are, but this may be inappropriate. Don't do it if you don't want to.
