My dogs ask me to play with them or tell me when they need to go outside. They also tell me if they are low on water, or when someone is coming to the door or when they think something might be going on outside.. They do talk, in their own way.
If they bark in a friendly way, they are usually excited and telling me "YES, HURRY" because they are going to get a treat, go outside, go for a walk, go to the dog park, go for a ride, or they are playing and exicited and saying "I am having so much fun" or they are saying "We're so glad you are home!"
They say a lot with their barking and their mannerisms. ; )

Well, dogs aren't so intelligent as to allow communication in the way most humans imagine it, they probably wouldn't talk to you about subjects humans talk about. At most they would be able to ask for food or something along those lines.

Maybe something along the line of, "Hi, glad to smell ya. Wanna run? I like to run. C'm'on over here, we could run together. Boy, you smell good. You had turkey sandwiches for lunch, didn't ya? Do you like to run? I like to run."
