I just went to the most amazing restaurant called Rick's Cafe - 3915 N Sheridan. So cozy and quaint, excellent french food for reasonable prices. It's BYOB. This may be a little too far north for you, since you were looking for downtown.
Here are a handful of restaurants that are downtown, south loop, west loop, or at least closer in than Rick's. Most are moderately priced, and have a nice cozy & romantic feel to them. Also check out the metromix link below where you can search by price range, location, type of food, etc.

Not sure where you draw the line at ridculous or what you still consider downtown, so here is goes:
Kiki's Bistro 900 N Franklin - is a great place for dining as a couple, entrees are $15-$25 if memory serves me right.
Hate to add this as it is a chain but, Wildfire 159 W Erie is a great place with the right atmosphere if you like steak - probably same price range as above, but you are almost guarenteed to be at the top here.
If you can go out late (after 9PM) and can handle a loud environment and still find that romantic - try The Pepper Lounge 3441 N. Sheffield - if you are not in the Martini crowd, skip this one
Also up North although normal dining hours are a better bet and it should be a quiet scene, try Cornelia @ 748 West Cornelia

The Melting Pot is a very intimate Fondue Restaurant which is reasonably priced.
Geisha's fondue restaurant may be a little more romantic than the melting pot but it is also more expensive.
If you can get one of the tables overlooking Michigan Avenue at Grand Lux Cafe, I have found that to be very fun and romantic and you won't break the bank either. (Grand Lux is the sister restaurant of the cheesecake factory).
I'm sorry, but I have to laugh at Rae Rae. Flat-Top Grill??? if writing your name on a wooden stick is romantic while your table is right on top of everyone else's table than so be it. And if ripped jeans, a sweat-shirt and a baseball hat is romantic than so be it. And is Oak Park is 13 minutes away then so be it (more like 30-45 depending on traffic). And there are several FlatTops in the city.

Since I am not sure what your definition of Ridiculously priced is I'll give you some choices:
Absurdly expensive ($200 - $500 for 2):

Expensive ($100 - $200)

Not as Bad (<$100)

Green Dolphin Street - Live Jazz and dancing
Geja's - Fondue (Romantic, but older crowd)
Tizi Melloul - Middle Eastern (you sit on pillows)
Le Colonial - French/Asian

My favorite Chicago downtown restaurant is Roy's. They have valet parking, too, which makes it more "accessible" to me.
They have the best seafood anywhere, and the chocolate volcano for desert is large enough for two, which makes it romantic by definition. If you like watching people cook, you can ask for seats at the "desert bar" where you can watch two master chefs cook all the deserts.
It's semi-expensive - I'd say the entrees are about $20, and the desert is $8 or $9, but you split that.

Actually this one is like 15 mins from downtown and it is a form of an all you eat place and it is like $13 a person and cheaper if you are a student. The name of the place is Flattop Grill. It is a create your own stirfry. It is in Oak Park and it is a trendy place you have to get all fancy but the atmoshpere is great. Visit thier wedsite. On the site they will let you know if there are any closer to downtown.
