Currently Oracle database technology is the most preferred and widely used in every type data storage and retrieval applications.
Banking is no diffrent.

Many leading banks in India like ICICI, UCO, CANARA are hosting there data on Oracle database though various operating systems.

In India the Oracle on Unix (any flavors like solaris, hpux etc.) are preferred but worldwide due to lower costs many newer installations are being done Windows operatign systems. Biggest database on Windows is of 64TB running on 30 node RAC cluster

So banking application can scale very well on Oracle. I would suggest you should develop the prototype and test it out for transaction thruput and response time for various OS and Oracle DB and then decide which one is the best technological option for your application.

Then you can decide the final configuration looking at the total cost by checking your budget

Oracle can be configured for high availability which is the main requirement in banking. It is a matter of your redo logs, both numbers and locations and controlling your archiving. I, personally, would always recommend Oracle, I love it!
