Why do they put wings on a front wheel drive car that can only go 95mph? I think the answer is the same for your question and mine.

Like most of the driving force in this country, they simply don't pay attention or don't care. Maybe both. If people would just take a few minutes to actually read the owners manual that comes with the vehicle, they would find that many times there is a switch to disable the fog lights. Some vehicles are equipped with daylight sensors to turn on the headlights at night but a lot of drivers don't realize that these sensors do not turn on the tail lights. The driving lights that I see a few readers have mentioned are different from the fog lights whereas they are designed for daytime visability and not night vision.

Not counting the 'running lights', which come on automatically, many of the drivers in the US are just idiots who are trying to show how "cool" they are (and actually showing that they are too stupid to know they are blinding others at night).
Low beam headlights are good 24 hours a day but anything brighter is beyond rude, it's dangerous.

The new cars that you will be driving will have 24/7 lights. This means the lights on every car will be on when the motor is running. They have done this in Europe for a few years and it has lowered the accident rate to a noticeable degree. Get used to it.

A lot of people do that because they may have bumped the switch at some point, or they're too lazy to turn them off, hmm hard to push a button or flip a switch isn't it.

it's the coolness factor. Check me out i have driving lights, neon lights, fog lights, off road lights, aftermarket headlights, and over cab lights. When the hell is that behind me ??? Police lights.

it allows them to see the road better (at your expense)
if these fog lights are after market, they probably did a shitty wiring job

Some vehicles have them on all the time. Daytime running lights. With the lights on you are more visible whether it's dark or not.
