I wouldn't suggest doing that. At your age, how can you know for sure that you will never want to have any more kids? Just try to be safe about it.

Not sure what you meant by "painless ms"
I don't think you can get your tubes tied unless you've already had a child. One of my friends lives in Australia and even though she has three kids, she has to wait until she's 30 before she can get her tubes tied.
Legal isses aside, don't do it. Right now you may not want children but someday you may meet the man of your dreams, and his dream may be to be a father...you'd feel terrible if you no longer had that option.
Why don't you get an IUD? It works for at least 5 years, is very effective, and it's not something you have to think about daily.

I'm not sure exactly what you mean(ms, sex)? Most doctors would not perform a tubal, unless it was medically necessary! With all the new technology and advancement in science, why not hold out! Your complications may cease to exist in another 10 years. If it is a personal choice, why not opt for long term birth control. The feelings you have right now, may change as you grow. Then if you feel the same in your 30+ years-get it done.

I am 21 with two kids(after march) and want to get mine done too, but even getting tubes tied is not a foolproof birth control method if you think about it. And usually doctors (at least here in Canada) don't want to do the procedure until you are at least in your late 20's even if you have kids. Ultimately, it should be your choice and if you are completely sure you will probably be able to find a doctor who's willing to do it, but why bother? Why not go with one of the other "long-term" birth control methods like IUDs, because they are at least close in efficiency, and even if you think you won't change your mind, at least you have the power to if you wanted. (sometimes it's just the feeling of having control that matters)

Please read about "Post Tubal Ligation Syndrome" (PTLS)
Doctors never tell you, but getting your tubes tied makes a mess of your reproductive system. It makes you have really heavy periods and then they occur all the time. It makes your body go haywire.
There are many many law suits about PTLS now.

You would be better off getting the Deprovera shot - which eventually renders you sterile after long term usage.
