Crate training and routine is best. Puppy pads teach them it is okay to pee in the house, an even harder habit to break. Routine, routine, routine.

crate training is probably best, you wouldn't want your dog to learn that its ok to go inside the house no matter if there is a pad or not. As long as you can let him/her out regularly enough, it should be good to go, even for 8 hours or more at night. Dogs won't go in their beds and crates can become a comforting spot for a dog, as long as you don't use it as a punishment. (just make sure not to use a crate that is too big, otherwise it amy go to the bathroom at one and and sleep at the other)

I would crate train. I used puppy pads with my small dog and she did crate for a while then she started going on the edge of the pad, then off the pad, then she would only pee on the pad and poo anywhere she felt like. It is much better to just crate train to go outside. I think dogs have a natural instinct to go outside. The puppy pads give them permission to go in the house. Not necessarily on the pad but IN THE HOUSE.

Crate training is the best. My dog is crate trained but out of it most of the time. It's best for travel and also its natural for a dog to want their "den". She often goes there to sleep with the door open or hide treats. Also if you know, for example, the pizza man is coming. Just command "crate" and she goes right in and lays down.

Crate training is FAR superior when done properly. It not only housebreaks, it gives your dog a "safe haven" he can call home & will make it easier if he has to be confined while you go to the store etc. Here is a nice link on the subject http://www.inch.com/~dogs/cratetraining.html

Definitly do not crate train a large dog. Did it one time, and it was one of the worst mistakes I ever made. Ended up having to give the dog up.

my mother has min pin and no mater how much you try thay will alway go on the floor thay alway are let go outside and still go on the floor

I would use both. I have had the best luck doing both with my small dogs.
