Officially she is not really my gf yet but we have been very close the last few months. We don't normally fight, actually we don't fight at all. Although I like her a lot I am not really fussed wether I end up with her or not. Anyway she does things like not answering my calls for days or not doing little things that I ask her to do for me when she promises me that she will do it. Most times I let these things pass but when I'm not happy about it I'll let her know. But usually just before I get a chance to tell her off she will pull some cr*p that will make me feel sorry for her and I end up feeling bad and just forget about what she's done. This has happened a few times and i'm thinking maybe we should stop seeing each other because I can't tell her how I feel or she makes me feel bad whenever i'm about to tell her off. What should I do?

she is making you feel guilty so she have control of you, and she not yet your gf. walk away it will only get worse.

A friend (who may happen to be a girl) or a "girlfriend" either way should keep their word. If she commits to doing something for you, then she should hold true to that commitment. The fact that she seems to turn the situation to feeling sorry for her means she has maniplulated you and since this has happened a few times...she is good at it. So do you want to be her puppet? I would also suggest a different choice of words "go off" does not sound like it's going to be a calm rational discussion in any way. No one responds well to being "gone off" on.

First off all, define what kind of relationship you two actually have, it seems that you are just a go-to guy and she does not respect you very much. you are letting yourself be manipulated and putting your life on hold, I hope, at least, that you are getting laid, and it better be world class sex, worth the humiliation she is putting you through.
The best thing for you, is to take a break and so some thinking, then go out and meet other people, just to see what it's like.

You can't be with someone because you're feeling sorry.

She needs to get over it. You've got to do what you've got to do, and that rule applies to everyone.
