This is because cable channels 95, 96 and 97 use the same frequencies as FM radio. The audio frequency for channel 95 is 95.75 MHz, channel 96 is 101.75 and channel 97 is 107.75 so if you have any FM radio stations near those frequencies, your TV's AFC will likely lock onto them and you'll hear them. Since a TV station's audio signal is wider than an FM radio station's you will likely hear more than one station at a time as well. These channels don't exist on terrestrial TV because the frequencies are used by radio stations. Since cable TV is a closed circuit system they can use frequencies that are normally used by other services such as FM radio, although many cable companies use those frequencies for FM radio as well so that their subscribers can hook the cable up to their radios. Sometimes there are stations on there that you don't hear on regular radio like ones that have commercial free music or weather radio.
