Ahh, for an organization, I would say the planning should have begun a year ago if this is currently its 50th year, soe the celebration could have taken place on the date of its inception.
Standardly - 6 months to a year, depending on size of the event, etc. In fact, the first few weeks should be spend on determining size, theme, budget, how upscale it should be, etc. Then many services like catering, bands, cakes, clothing, decor, etc require about a 6 moth notice before they will contract to do your event.
The real work will be in the last two months however. Sending of the invites, recieving the RSVPS, finalizing menus, venue, etc and checking on all the final details will continue up until the event itself starts.

Well, all depends how many people you are inviting. And consider if you choose a restaurant, which is already decorated, they serve the dinner and bring the music, then you don't need much time. But, if you're renting a room, you need to rent chairs and tables, hire a dj or musician, contract a food cattering, bartenders and waitress, and finally a decorator. And remember after the event you have to return all the rented stuff and clean the room... I guess that will take as long as it takes to plan a wedding. It feels faster to hire an event coordinator.

I'd say between 6-18 months, depending on where you want and need to book the place.
The sooner you book it the better.
