as soon as you get the marriage certificate and are entered into DEERS, you are covered under TRICARE Standard.. (this should be the same day you go in to get your ID, BTW). You must enroll into Prime and the Dental insurance. If you enrol prior to the 20th of the month, it goes into affect the first of the next month.
Your child will not get an ID until they turn ten( or you divorce)
If you go Prime, you will have no copays ..as long as you choose a PARTICIPATING PROVIDER..NOT one that merely accepts Tricare insurance. If you stay on Standard, there are copays. Dental.. two free cleanings and one Xray set per year free. there are copays for everythings else.. United Concordia covers anywhere from 20-80% of dental services.. you would have topay the difference.
There is no monthly fee to enroll in Prime or Standard, but there is one for Dental.. Currently around $30/month for a spouse and all minor children.

Your benifits are active as soon as you have been entered into the DEERS system and have an ID card, which you do. You can make appts at your military clinic anytime after you get your ID card. Your 4 year old isnt required an ID card until he turns 10, then he will get issued one as well. Are you Tricare prime or standard? If you are standard you will need to find out what Drs you can see off base and call tricare to find out what your co-pays if any will be.

You benefits are immediate after you marriage certificate is given to the proper people. If you have an ID card, you insurance has started. If you go to the doctor on base, you will not pay anything. I do not know about off base doctors, I never did that. I just always went to the military docs.
Children usually do not get issued an ID card until they reach the age of 10.

Medical starts the day of marriage for both you and your children. Of course the paperwork has to be filled out. IF your husband deployed the day after you were married, you can take your marriage license in along with the birth certificates of all children living with you to the Personnel Support where you got your ID card and they can assist you in getting them enrolled in DEERS. Somebody also said to talk with Tricare. If you do not want to go in to the base and try and find the right person to talk too, you can call them and they will help you or you can go online and they will help you. You will need your husbands SSN in order to get any help though so have it handy.
Make sure that the children get on DEERS or they won't get medical care (unless it is an emergency) then it will take forever to get everything straightened out.

It should be in effect as soon as your husband fills out all the paperwork (which should be done before you get your ID) Your child doesn't need an ID til she is 10 yrs old...she uses yours or your husband's until then. You can choose different health plans and that determines your out of pocket expenses.
By the way...if your daughter is not his it does NOT matter. I have a son from a previous relationship and he was covered by tricare from day one and was listed as a stepchild. We never had problems with that.

If you are talking about medical coverage, It starts for you upon marriage, and you should visit or call the tricare office on the base. Concerning your son, it is best to consult tricare, particularly if he was not adopted by your husband.
