I have premiere pro 1.5, and while I cant say exactly whats wrong in this case, Ive found that windows media usually offers the best quality/size ratio for output to the web or places like that. If you want higher quality, I like quicktime's video encoder (its actually called "video") or you could go with planar rgb, but size is usually astronomical (6.7 GB for 9 mins of SD DV video). Anyways, hope this helped somewhat. Ive tried DV encoders before, and they arent that good, so I usually stick with quicktime or windows media.
