if you guys are friends and youre just joking around then its kinda funny like in a "haha who would actually use that line" sorta way.
but if youre trying to hit on a girl and being serious.
never let that phrase come out of your mouth.

Truly depends on the context and if you already know her. Be careful, if I had only just met you or you passed me in a mall I would be not happy with the cheeky advance. If you were a friend or someone I was interested in I would be fine with it.
