Only US citizens can obtain passports, if your a Resident Alien then that is your passport.

"Permanent Residents" in the US cannot obtain a US passport - only US citizens can obtain a US passport. You can only get a passport from the country that you have citizenship from.

I don't think you can get a passport if you are not a legal citizen, however if you are naturalized citizen you can as long as you have original naturalization certificate which must accompany the application for a passport. You have to get one from the embassy here in the US representing your home country. If it's Mexico, I think you have to have a Matricular, too, but you get that there also.
