Hydrogen is so expensive to produce. How about a remote location for splitting Hydrogen, and Oxygen, powered by the waste from a nuclear-electric generating plant?

We can use nuclear power. As long as you have electricity and water, you can make hydrogen. Use a nuclear power plant to generate electricity then run the electricity through water which separates the water into hydrogen and oxygen. You can do this yourself with a battery, some wire, and a cup of water.

You can. Hydrogen gas can be produced from sticking electrical rods in water (sort of...don't do it on your own!). So, any good electrical generator can also produce H2

Solar might be a more sellable choice.

Because it would take decades to recoup the R & D when there are a bunch of other ideas with potentially higher yields.
