Please spell the words out (don't just type the numbers). Is it 'dos mil y siete'?

Also, how would you say '2010'? In English, one would say two thousand ten, while another would say twenty-ten. Is Spanish the same way?

No, lose the 'and' ('y'). You would say:

dos mil siete for 2007

dos mil diez for 2010

You only use 'y' with 16-99.

You don´t use the "y" in Spanish, it will be
2007: dos mil siete (those mill see ete)
2010: dos mil diez (those mill dee s)

2010: dos mil diez

To say "veinte cero siete" or "veinte diez" would be only acceptable if you are talking about flight numbers (in airports), street addresses and those kind of figures.

and in Spanish veinte y diez in year that doesn't any sense, and i speak fully Spanish

To further answer your question, they do normally say two thousand ten rather than twenty ten. I've never heard a spanish speaking person say veinte diez for 2010.
