its either he's bored with you (it happens on a regular basis, it's nothing major, reinvent yourself if you want his attention, just do it right.)
or he wants to reserve something else for you. hug other girls, perform special skill for gf,
or he's just really into touching girls, just not you....
what you can do :
create a romantic atmosphere, force him to cuddle you by complaining about the cold (wear something with thin fabric, don't come off as skanky by not covering skin). then talk to him about how good it feels when he touches you.
just word everything properly so one thing doesn't lead to another, unless that's what you want.

Ask him straight up; Do you want to be my BF? If he says yes, then ask him "Why don't you hug me?". No matter what the answer is, tell him "Look... I need to be hugged to feel secure with you... I can't be in a relationship without security, trust and love. Then say, "If you don't like hugging, please let me know now" so that we don't BOTH waste our time. He will immediately respect your adult perspective and will know he's not messing with a little girl. I would personally dump the guy! A lot of us NEED to be shown reciprocal love gestures! Sounds like you do also! He doesn't sound like much of a boyfriend if he hugs other girls and not you! There is someone else better for you, I'm afraid, sweetie!

Best to just ask him. If he is doing all the taking in the relationship it is not going to work.

don't say anything just explain your feeling to him and ask his reasons why his acting like that be prepare for his answer but most of all be very honest and try make him understand what his doing is hurting you and the relationship.

you should tell him how much you want his affection.if he can hug his friends and not you somethings wrong.tell him that it hurts you to see him doing that when you want the same thing.maybe he will come around,if not dump him and let him hook up with one of his friends who probably doesnt want him anyway.you deserve better.
