You do realize that if you incorrectly change one little thing in the registry, you can completely screw up your computer? If you don't even know how to get into it, maybe you don't need to be changing anything in it.

A virus or spyware could have disabled your task manager. If your regedit is not accessible as well, this could be another symptom.
See this site for a solution. http://www.wareprise.com/2006/12/21/how-to-delete-virus-that-disables-task-manager-regedit-from-launching
After cleaning, search Google on "enable task manager" You will find many solutions on how to enable task manager. To enable Registry Editing, search Google on "enable regedit".
Note that If it's really caused by a virus or malware, trying to enable task manager or regedit won't help until you have successfully removed the virus.

It seems that it's a virus which is blocking you from accessing the registry. You may try the following alternatives:
1) Open Task Manager and see if there is any process running which you doubt to be a virus then kill it using "End Process" and then try to access the registry. If you can access registry now, search for a key value matchin the process which you killed and delete the entry from registry.
2) If the task manager is also blocked from accessing then you need to write a small program yourself and scan all the processed and then kill the non-required one programmatically and then follow the above step of modifying the registry.

go to START then RUN then type in regedit
if you cannot do this, you don't have ADMINISTRATOR priviledges (running XP or 2000).
