I expect because most people own "random-bred" cats rather than purebred ones. There isn't nearly as much variance in cat size as there is in various dog breeds, which I'd guess is why most dog owners have purebreds; no surprises. What if you wanted a poodle-size dog and ended up with Marmaduke?
Bu when you adopt a cat, you can be pretty sure it won't exceed a certain size and weight, no matter what it has in its background.

I think it has a lot to do with the overall value of the animal and the traits that it posesses. When push comes to shove, cats are smaller, more independent (meaning they can live with or without you) and cats are very difficult to train, where a dog is a lot like a child in temperment, they need their people in most cases. Dogs are very trainable if you know what you are doing and can be valuable in many ways, from breeding, to the jobs they can do. Even a mutt can be trained to lead the blind, making it valuable. You can't train a cat to do many of the things a dog can do naturally. At least not without a good deal of time, patience, constant reinforcement, and most important, a cooperative cat.

Cats are so lusty and fast that it is very difficult to keep an unspayed female from breeding. If she gets out once, she finds a tom, and that's it! If she doesn't breed, she comes back into heat in a short time (not always, but often in a few weeks) and tries again. She will be very anxious to get out, and the local tom will be ready and waiting. Cats are not contained by fences.
Dogs come into heat twice a year, and are easier to control than cats, even though they too want to breed.
Of course, a purebred cat can cost as much as a purebred dog.

There are many cats of registered breeding that ARE more expensive than many dogs. There are even cat shows, those cats go for thousands.
Dogs do not reproduce as often as cats. A good breeder doesn't breed their dog until a certain age and number of cycles. A good breeder doesn't breed their dog every cycle.

i am not 100% sure but i think it is because cats pee stinks more than dogs pee.
or maybe its just because cats are harder to train..
