According to the web's dictionary, an ambassador is:
1. A diplomatic official of the highest rank appointed and accredited as representative in residence by one government or sovereign to another, usually for a specific length of time.
2. A diplomatic official heading his or her country's permanent mission to certain international organizations, such as the United Nations.
3. An authorized messenger or representative.
4. An unofficial representative: ambassadors of goodwill.
A tourist is someone who elects to visit a country or travel for pleasure and/or personal business or other reasons (such as a death in the family). According to the World Tourism Organization, tourists are people who "travel to and stay in places outside their usual environment for not more than one consecutive year for leisure, business and other purposes not related to the exercise of an activity remunerated from within the place visited".

An ambassador is appointed by the government of a country to represent that country in the country to which he is sent. He is a diplomatic person with many immunities against legal proceedings and other special rights. A tourist is a free individual who visit a country just to enjoy and see it. He is not a representative of that country nor he has any legal immunities and rights. He is not a diplomat but a private person who has to take permission (VISA) form the country he is visiting.
For your paper you can describe what are those immunities available for an ambassador and how he is totally different form a tourist.

one has more rights and priviledges than the other. in case of an emergency they would also be notified before the tourist and get out of the country easier and faster.
