The best thing to do is not sugarcoat your rejection. Many girls make mistakes by trying to make the rejection not look like an actual rejection. They will throw in the "It's not you, it's me", or "Let's just be friends", or some other BS line.
I guarantee you sugarcoating a rejection will hurt a lot more than being blunt with him. You don't want him to have a false hope on a future relationship that isn't going to happen. Tell him upfront that you don't want him as a boyfriend and end it at that. Don't say "Let's be friends" unless you truly intend on being friends. Don't say you have a boyfriend if you don't, and don't say you aren't ready for a boyfriend if you are and only don't want to be with him specifically.
Think of it this way. No matter what you do, it will hurt. Be blunt and foward and he will get over it quicker rather than lingering over a false hope.

Tell him in a nice way that u r not interested in the moment. In anything u say try to be nice, just cuz ur not into him does not mean that he has no feelings at all

Just politely tell him that you appreciate the offer, but you are not interested in dating right now or you could tell him yes, but only as friends because you're interested in someone else. If he can't handle that, then it's his problem.

let him down quickly, but gently. don't give him false hope... it'll only prolong the situation. like don't say "well... maybe" if you really mean "NO" be nice about it and hopefully he'll leave you alone.

Tell him that you apologize, but you can't...........If he still doesn't ge tthe hint, then be nice about and honest about it. Let him know that you're not interested.
