Yes, I believe that you are right. I found this online:
"... rule of thumb is to hang all pictures at 57" on center. This is "gallery height" and roughly the average human eye level.
To do this you measure up 57" from the floor (mark here). You want your picture's center - whatever size - over this point, so measure your picture - top to bottom, divide it in half, ...
subtract whatever distance there is between wire and top of frame and then add that number to your 57". That is where you put the pin / nail in.

That may be true for something very large, but the best height for a picture is eye level. I am 5'1" and I have my pictures at my eye level. Everyone says they are too low, but I am the one who looks at them all the time, so I hang them at my eye level.

I've been told that the proper height for your pictures is something you have to take your own height into consideration. When you are standing, you should have your pictures at your eye level or above. That way it's enjoyable to you!

65 cm = 25.6 inches. This might work for a very large work of art, but sure wouldn't give you eye-level with all sizes.
I'm guessing this is a residential application. Why don't you just put the subject of your picture at your own eye level?

Hang it at about eye level when seated. Most people hang too high; it should be your eye level when you're sitting on the sofa or chair. You don't want to be tilting your head up to look at the art.

eye level is what i was told and use for my art.so, calculate the average of eye level between you and smaller/taller and you should be good to go. measure from ground up and voila. don't forget to compare various measurements if in doubt between two or more measurements, use your guts to choose one or the other. it should look good to you first. it is your space.
