im trying to find my mother's birth mother(meaning my grandmother) but she in korea so what kind of resources can i use

you should look in a census (if they have them in Korea) and start from the closest year after she was born (if you have her b-day) upto as close to the present as you can.

I would start with the adoption agency. Even if they can only give you your birth parent's old address, you can try asking the neighbors, they might remember.

you can check with your mom's sisters and brothers and see if they have any info about her. Does she have any sister's and brother's? I don't know how else to go about it.
