my friend he is 16 and he has to shave once a week and he is blonde and he said to me that since i am growing faster and my hair is much darker than his he says that im gunna have to start shaving soon is that true and 13 gunna be 14?

When I was in school, we had a guy who had a FULL beard when he was a freshman. He could shave in the morning and have 5 o'clock shadow by lunch.
It will happen when it happens. I looked forward to shaving when I was young. I have been doing it now for soooooo long that I wish I didn't have to.

growth of hair is different from person to person and the color of hair has nothing to do with it. Only thing is since dark hair is more visible one has to shave even when he has less hair. Maybe in that context your friend has told you that you have to shave much earlier than him. Do not worry this is common for any lad and start shaving the moment you feel that you should because the hair is giving you a shabby appearence.

There can be alot of factors that determine how often or how soon you need to begin to shave. Ask your male family members about how it was/is for them. If you have alot of American Indian in your heritage then you might not have to shave much at all and think about it - they are dark haired people.
Sounds to me like your 16 year old friend is not very well informed. Oh, testosterone makes a huge difference as well.

actually I wouldn't shave that soon. the more you shave the thicker it'll come in. If you don't want a beard and five o clock shadow by 2 then don't shave so early.

usually i think mustaches come before the rest, like chin beards and stuff. so if you think that you dont have a mustache but you really do, it looks weird. so just look in the mirror every once in a while and make sure you dont have one. if you do, shave it. and there was a kid in my class in 7th grade with a full beard. he was like, 12. so i guess it depends. and also no racism meant here or anything, but this is mostly true for white guys. black, asain, middle eastern usually look good with mustaches just cuz their skin tone is darker. sideburns are good it sorta depends on your face.
