I am looking at buying an elliptical machine I'm in college so I'm on a tight budget and I was wanting to know what some of the key factors are when buying an elliptical machine.

While you must consider what your budget allows, it is best not to buy the cheapest as you will sacrifice features and quality but this does not mean you need to buy the most expensive either! Pro Form 700S is considered to be great for the money but will cost you about $500.

Things to look for:
stride length (some are small which won't work for a normal height person)
adjustable incline
get one with arm motion (handles that move so they are being exercised also)
noise level (you probably won't like something really noisy)
adjustable resistance so you continue to get a workout when the current level becomes too easy
safety features
a good warranty

Before buying, also visit several retailers and try the equipment for at least 10 minutes. I am a big believer in Consumer Reports so you might want to check them out for a more detailed report on elliptical machines: http://www.consumerreports.org/cro/index.htm
