For the most part the same guidelines apply to minors.
However, minors are not required to show a government issued id when traveling domestically, but they need passports to fly internationally. Also if the minor is traveling out of the country without both of his parents, he needs a notorized letter of permission.
Since he is 13, if he travels alone he will not be designated as an unaccompanied minor by most airlines since those are kids 12 and under.
Also he cannot sit in the exit row.

I hope this was what you were looking for! : )

For domestic It all depends on the airline. Since about 2000 they have all started to change and strictly enfore their rules. The industry standard was always 12 for every airline. Some still are, but I know for one Delta has gone up to 15 for domestic. You really need to check with the airline that he is traveling on.

International is even more confusing because its not just about the airline, it also about the rules of the country they are traveling to. Many countries require written consent from parents
