Just boil them, add some other vegetables if you like, some bouillon cube or real meat, beef bones, or chicken parts.. and you should get some nice broth..

. All you have to do is clean them up real good. Then boil them in plain water . After that the next is up to you. Do you want it sweet and invigorating like a tea or or deep and flavorful like a clear soup? For both I would use white Zinfandel wine. For sweet I would make it fruity like apples ,grapes ,orange peel ,lemon peel, cinnamon maybe even a touch of allspice. Boy that sounds good. For soup I would use veggies like carrot, onoin, celery garlic, alittle fresh thyme and if your not a vegetarian top it off with a little chicken stock. Both of them should boil for about 2 hours, then they can be seasoned, strained or eaten just like that.I would even dare to try the sweet fennel broth cold

Here is a great recipe, rough chop the stalks of fennel, add carrots, celery, 2 cloves of garlic, and season with salt and pepper to taste, use vegetable stock or chicken stock along with water or alone!
