if she doesnt liek hair natural texture put it in braids or soemthing.
get really good shampoos[must be hydrating!!],conditioner and dont forget deep conditoner and hair glaze.
use deep condtion at elast once a week.
only shampoo 2-3 days per week or else till dry out.
and conditon only the ends on the off days.
and make sure to wash with COLD water to bring out softness.

I had this same problem there is a couple of things you can do use a deep conditiner for damaged hair you can also take her to someone you trust and let them put a hair treatment on her hair also she may have alot of dead or damaged ends on her hair so she may need her ends cut try not to relax it for a while cause the chemicals may only be making it worse.

wow i had the same problem when i was very little what you should do is take her to a barber and let them cut it all off and then it should grow evenly....yes i know its hard to do this but thats what happen to me and now i have a lot of hair...you could try everything leving it alone,shampoo,treatements ect...but believe me i've been there cut it off and bye summer it should be good:)
