I have a friend who is 32 but looks like she’s 14. She has no law enforcement experience but has studied psychology and such and might be interested in helping police catch pedophiles by posing as an underage target.
Do police ever hire people to do this kind of work -- other than other law-enforcement officers?

It depends on the local agency. In my County we do sometimes use civilian UCA's (under cover agents) for example sting operations to catch stores selling alcohol to minors. Normally the minors are either our own kids or kids in our Explorer Programs.

Higher the risk surveillance will depend on how well you are known by the Department. I would first suggest this friend sign up in the Department's Civilian Police Officer's Program to allow the Officers to get to know your friend and to gain their trust.

Very very rarely, it's dangerous to put a civilian in that situation and the dept is liable. Sometimes female officers are used for that purpose however. I know when I was a criminal justice major (3 great years by the way) a guy actually used the pick up line, "You 'd make a good vice officer." Anyway, they use female officers generally, but there are exceptions to every rule.

you also might try to rephrase the question, as my first thought
was pigeons don't live long enough. police only use trained, sworned, police officers, even on the Internet. the danger would be too great for a civilian. if she has this ambition, she should apply to the academy, or take a a course at collage to become a law enforcement officer. good luck!

sometimes but should have to undergo a thorough background check first. my advise would be for her yo contact her local department
