I really like this guy and he seems to like me but my brother says that he doesn't. Could it be that he doesn't want me to know so he isn't telling my brother? How do I find out for sure? and I'm not talking the old "just ask him" I've already asked him and he never came right out and said either way.

Your brother must know something you don't. The guy isn't into you.

then forget him. If you ask him, and he can't tell you, then why wait around for him to make his decision? If you really like him, make a move and see what his reaction is, that way you'd know for sure. Your brother could just be looking out for you.

Shy person most likely. If he knows your brother and is shy, chances are he made him make a promise to not tell you that he likes you.
